Where do you guys and gals get cheap materials for toggles? Arrow shafts and golf club shafts are a little too pricey to buy just to cut up and I wanted something more permanent than just finding a stick and something slimmer than pvc.

You could find beat up golf club in thrift store, couple dollars maybe ?

Arrows can be found at yard sales and thrift stores got super cheap. You don't even need a hacksaw or pipe cutter, just score around the arrow with a file then snap it.
Arrowhead equipment sells aluminum ones for $2.50/pair. However you can go to a thrift store or garage sale and find a used golf club with graphite shaft for next to nothing as well. Or sometimes pro shops that do club repair have scraps they'll give you. Mine are great and weigh around 0.3 ounces each.
Plastic coat hangers, thumb sized sticks found on the ground works.
Your whoopies loop is always on the knot not the toggle so just about anything will work.

DiyGearSupply.com has carbon fiber toggles for 80 cents a pop. I currently use them and couldn't be happier. Plus they calculate actual shipping, $1.26 to ship only the toggles to my zip code.

I have had good luck getting cuttoffs from arrows at Bass Pro and Cabelas for free.
Nylon (or teflon, not sure) pipe fittings, 80 cents at the hardware store. Three inches long, half-inch diameter. I didn't like that arrow shafts were so slippery. These fittings have ridges that add just the right amount of friction (and peace of mind). Still, undoing the marlin spike hitch is easy enough.
