Yes, weight rating of the occupant, also the overall weight. 1.1 is lighter carry weight over 1.9 as well.
1.7 also will stretch less than 1.1 under weight.
Yes, it is the holding strength but, nylon fabrics stretch a lot before they break. While a lightweight fabric may hold you without catastrophic failure, it may stretch so much as to be uncomfortable.
"How much stretch is uncomfortable" You ask? Well that depends. Some people like a firm mattress at home and others like a soft mattress. Hammocks aren't much different than beds in that respect.
The Warbonnet website has guidelines for selecting fabrics for your weight. In lieu of trying out those hammocks at a group hang, I would consider the type of mattress I prefer and pick a fabric at the low, mid or, high end of that range.

1.1 seems to snag on things like bushes, things like that. It just seems to easily get pulls. But my 1.7 BB doesn't seem to snag on anything, it is some tough material.
Are you considering a single layer or double layer version?
My DL 1.1 seems reasonably hardy, so a DL 1.7 should be built like a tank. I could see how a single layered 1.1 might be a bit more on the dainty side.
I do not need a DL for insulation. Seems like overkill if not needed for occupant weight or insulation.

I mean, the difference between the 1.1 and 1.7 is 4oz. Is it worth dropping those 4 ounces for something that will not hold up as well.
I guess that depends on how often and how far you lug it around. If I was well under the weight limit for a SL 1.1 that is probably what I would be using for the weight savings.
