I use 1/2" cpvc which has a smaller od than 1/2"pvc, works great.

You can use pretty much anything, as long as it's sturdy enough to not break under the pressure. You're hanging on the knot, not the actual item you use as a toggle. So you can use sticks you find in the woods if you want, as long as they are thick enough to not break, since there will be some pressure/force exerted on them (in a crushing type sense).
PVC should work just fine, and the diameter shouldn't much matter. I'd get as small as possible - so 1/2 inch is probably your smallest choice.
If you're just looking for something easily sourced, go to home depot, go to the section where they have reflectors, house numbers, and signs, and grab one of the bright orange plastic rods used to flag off boundaries. They're essential a 1/4 inch plastic dowel. Take a hacksaw to it, and cut yourself some toggles. I think they're a dollar or two each for a 3 foot rod.
I found that old tents can be cannibalized for the aluminum poles. Cut into a 3 inch section and file the ends smooth. These are great and some people even tie a line through them to keep them attached to something so they do not get lost.
Perhaps not the most common, or easiest method, but I made my own toggles out of birch using a lathe. They're about 3 inches long, with a hole drilled through them for a lanyard, and about 1/2 inch or so in diameter. They're basically cylinders but just starting to show a "dumbbell" shape. I find that helps them stay in the hitch without being likely to slide out.
I made my wife some PVC toggles out of the 1/2 in stuff. It's pretty strong stuff, it has even held when she forgot to hang on the knot not the toggle. I personally like just cutting a couple of toggles out of a plastic hanger. They work just as well and don't require a trip to the store.
I broke a fishing rod a while back, and cut the thicker base of the graphite blank into several 3 inch toggles... Haven't weighed them yet but they are very light
I just cut some wooden dowel to size and drill a hole at one end to tie on a cord loop so when I pack, I can "lasso" them on the straps as a team.
