Get some 90 angle stock, cut a slit, drill two holes, drop it in, bolt it down. You can do two for better stability on the hard pack or one center one like a keel. Angle both front/rear to help ride over logs, rocks etc. Size of the skeg (depth) could be changed depending on the conditions one is going out in.
You're right, KMACK... but a flat bottomed toboggan works fine on bare ground and rocky creek beds. I guess it depends on how deep is your average snow.
I just put together and tested my new pulk sled in the backyard. Took about two hours to make it... most of that time was spent scrounging materials. I tested it by towing my 11 year old daughter around the back yard, which is covered only in grass. It hasn't snowed here in years. She weighs 70 pounds, but she towed pretty easy on flat ground!

Check out this link if you are interested in all manner of DIY pulk info. It includes skeg designs as well as harness and sled specs. I am in the process of building one of my own. But there are no sleds to be had around here. It's too late in the season. So we'll see how a plastic underbed storage box works. I hope to get to the NJ hang this weekend.

That is about all you need to know there. I have that St. Cloud fellows web address and have been looking at his site but decided that once or twice a year I would just go with simple and easy and field repairable. I WILL add the fins though in the future. And a better cover.

Since I have had several hangers ask .... here are some detail pix of what worked good for me on my pulk. Going to add two skid trackers on the rear but for as much as I use it ... 1 or 2 trips a year this version will do OK for a while. I think that I may add shoulder harness to the belt ... that would improve uphills!
Use Amsteel as that was laying around the ol' workspace.

Shoulder harness would decidedly be worth adding. I hadn't thought about that, but I doubt I'll be doing anything that would benefit from it. At least not for a while.
