Haven't tried a clothesline, but have experience with GripClips which may be pertinent. With silnylon you need to increase the friction or the GripClip will slide. With a tie-out that's pulling more or less perpendicular to the fabric that's less of a problem, but if the force on the line is nearly in the same plane as the tarp (which might be the case for a clothesline) it definitely can be. Silnylon is very slippery! The suggested remedy is to use a large round balloon (not inflated) and fasten it to the tarp with the GripClip. I've found that a double thickness of rubber is necessary, even when using the GC to add a sil poncho to a small tarp for extra protection - i.e. - two layers of fabric in the GC. (Learned this after carefully cutting a bunch of balloons in half to get a single layer of rubber for each GC. )
The tendencies of GCs to slide can be an advantage. I added a rectangle of bungee cord to the inside of my poncho using GCs at the corners of the bungee. It snugs the poncho around my pack pretty well, and the GCs can slide to adjust the bungee rectangle to fit different sized loads.
BTW, these are great if you are a DIYer, or doing modifications for temporarily attaching lines, holding parts together to see how things work.

The grip clips provide great flexibility but boy do they slide, even on heavier PU coated tarps like the Guide Gear 12x12. The balloons are a must but also a pain to deal with. I wish the GCs would be redesigned in some way to avoid slipping. Maybe if they had a rubbery coating instead of being smooth plastic.

They make spray on tool dip. Rough it up a bit with a file. May work!

I was also planning to try mine with tool dip. The smoothness shouldn't be an issue - balloons are pretty smooth and they help the thing hold up a lot better.
