Put your lips on the material and try to suck in some air. If you get a little bit, it's DWR. If you don't get any, it's sil.

Aha! it is DWR! Fantastic. Now with the 15 yards I have I am not going to make a tarp out of it but other stuff. One of the things will be attachments to my Claytor tarp that will protect me from blowing rain. I don't think it has to be totally waterproof to make a shield for blowing rain...??? Mule

If the DWR is more or less vertical, it'll stop the rain and make it drip onto the ground. Hard rain can still mist through, and the material can get wet...but it can still offer some protection. Might be worth finding some sil, depending on your design.

Thanks Jeff, My design is only about 15 degrees off the vertical on one side of the triangle as you view it from the side and the actual plane is more like 6 degrees. I think it will stop blowing water enough for it to work. I only need to stop the water and let gravity take over.

Yep. And if it's not waterproof enough you could always spray it with a heavier coat of DWR for $6 or so.
