you might check Overstock.com- they used to have 'microfiber' down throw that would make a good first approximation of an underquilt; to which you could add/subtract features as you like-
If I recall correctly 20-30* needs 2- 3"of loft;(depending on humidity, clothing, sleep style, etc) which might be managed with 2 lighter layers? have not actually seen one of these throws myself, but it sounds very do-able.
other than that; hang out at the Goodwill/thrift shop/freecycle places and you might score a deal....KM(who has all these plans, and so little time...)
Check Craigslist too. Probably find one pretty cheap.
