the Q is when you add an ounce of down to a tq how much wormth will that oz add.
For ex. i orderd an 20* TQ and had 1oz overstuff to it so what would the new rating be if it changes

Well it depends on the dimensions of the quilt, but I'd guess 2°-3° maybe up to 5° increase in performance per ounce added.
I would say the above is fair. The easiest way would be to take a look at the amount of down in a 20 degree and that of the 0 degree and work out the differences per ounce.
I would say that is a fair estimate. It won't be exact, as usually the baffle height is different in a 20° as compared to a 0° quilt. My quilts have 2oz overfill and I guesstimate about and additional 10°, so my 20° quilt with 2oz overfill is roughly a 10° or so quilt. YMMV.
Why don't they just say a 10* quilt when they add 2 oz. more down, instead of a 20* with 2 oz. of overstuff???
Doesn't it also have to do with the baffle height in combination with the down loft? If your baffles only allow so much loft, there's comes a point where the over stuff on down is useless, right?
Just asking.
