Yes, in July and August the skeeters are out but if you have correct gear they are tolerable.

Chicago Creek area was the last place we camped before we moved from Colorado and we loved it there.
Cottonwood Lake Great place though i dunno about it being three hours or what its like in summer. I've only been in fall. Lots o trails nearby, a hot spring (you have to pay a bit), Lots o firewood which would lead me to believe its not too often inhabited. A small town not too far away in case things go wrong. There is an Offical camp site which is also a pay to camp, but up by the lake there are free undeveloped sites.

We vacationed in Estes Park a couple of years ago. There is some beautiful country around Roosevelt National Park. Not sure how it fared after the fires last year though.
