Yes. I mostly use detached bug net hammocks and like sleep on both diagonals so I put the mod on both sides of the foot end and just leave it gathered.
An easy method is to sew a length of grosgrain ribbon along the hem of the finished hammock at the location you want it. Run a stitch line down both sides of the grosgrain and then run bungee cord up...
Never tried basting tape but would suspect that it might gum up the needle a bit. Not a big deal when working with canvas but problematic with the lightweight synthetics used in tarps.

IMHO, shock cord should always be used for under quilt suspension, to allow the UQ adjust to the dynamic shape of the hammock and avoid tearing the UQ should the suspension be set too tight.

Now, I don't use pads, so all but one hammock I've made has been a single layer. Also, it's a function of weight. Many people can get by with a single layer 1.1 but others...

You need a substantially stronger connector. Hammock ridge lines rated at 500# have been snapped, though thats a pretty extreme case.
