In my neck of California (Way Northern part), the Rangers are ok with my Scout troop hanging. Whenever we go to a new area/park, we always check with the Rangers to be sure they're ok with us...
Before I got a TQ/UQ set, I had a MSS and used a refletix blanket and CCF pad under it, and was able to sleep in it just fine.

I use a HG 20* Burrow with drawstring footbox, year round. I can vent the footbox on warmer nights, or just lay on top of it, and on cooler nights I can close off the footbox, and get cozy under it....
But my Incubator has it's own shock cords to keep it in place already... ;]

I'd suggest attending a group hang to sample various rigs. Depending on how far you'd be willing to travel, I have a few different hammocks you could see (I'm up in Shasta County).
I'd be up for testing on the next go round.
In NorCal we also have Castle Crags State Park and Whiskeytown National Rec Area, not sure how far the SoOr's would be willing to travel.
