I misread the OP, I though he was already using paracord so I was just trying to be helpful. I agree that paracord is less than ideal for tension related applications.
I agree about ditching the paracord but as the para cord stretches the shock cord will take up the slack.
You could put shock cord loops on the tie out points. The loops will help compensate for stretch in the tarp/ para cord.

Down is very expensive. You would spend more buying an eno (the big hammock brand) UQ than getting one of higher quality from one of the cottage vendors. I've looked into diy UQs and good quality...
Yeah, try to check out some gear before buying. I bought a sleeping bag right out of the gate and wish I would have just saved a bit more for a top quilt.
You could check out DD hammocks stuff. I don't have any experience with Kelty's tarps but I just got DD's 3x4.5 meter tarp. It's giant and only 80$ or so
