It sucks. However, I have one that I have hung on to for some reason...
typically silnylon is shinny on both sides. If your fabric is only shinny on one side, I would question if it is really silnylon. But, I would say put the shinny side on the inside.

I think it would be worth a try. The Packa is cut very generously in the jacket. The circuit should fit fine.

It depends some on what size pack you carry. If your pack is small and fits into the packcover easily, then that provides more room in the jacket.

The Packa material is not silnylon. It is 33 denier pu/sil coated. Silicone on the outside, polyureathane on the inside. This allows it to be seam taped.
