Between the two you mention I'd go with the Hex. I have a Kelty Noah 12 and a Chinook 9 X 12, both are inexpensive and good tarps if weight isn't a big concern.

Regarding weather protection, yes and no I guess. Here is a link to one. I use a home made version. It is a regular stuff sack in which I burned a hole through the bottom using a hot copper pipe...
There is no reason you couldn't. I do not so that I can set the tarp up first (like if raining) or if I'm using it without the hammock.
FWIW, I stopped using the snakeskins on my hammock and now use a bishop bag. It is easier for me to stuff the hammock in a bag than to squeeze it into the skins. I now use the skins for my tarp.

I have the Hennessy SS and it works with the bottom entry. Sometimes take a little wiggling to get the foam pad to slide back to where it should be though...

The overcover played a part in my decision also. I was likely going to buy one to check out at some point anyway - so I rationalized that the undercover & pad only cost me $60.
