I've figured out a way to make assembling five pieces significantly easier.
1) Fold the black fabric in half and sew it shut, then cut two silhouettes out as one. That way, the silhouettes will be identical.
2) Stitch the silhouettes onto the sun circles first, then stitch the sun circles onto the flag. It's easier to line the silhouettes up on 7" circles than on the 12" X 18" flag. Glue one silhouette to a sun circle and sew, then line the other silhouette up so it's in the exact same orientation on it's sun circle (but as a mirror image), glue and sew.
3) Glue one sun circle (with it's silhouette already attached) onto the flag and sew. Then, line up the other sun circle (with it's already attached silhouette) to match the first one, glue and sew.
