I was thinking this same thing, recently. There have been prototype hammocks ('Just Jeff' has a picture of one on his site) and others that have down/synthetic underquilts built into them and there are backyard type hammocks on the market that do this.
It would be reasonable to assume that it would work just fine if you put a little more material between the hammock body and the 'pocket' material but if you didn't have a quilt or something in there to fill the space I would imagine there'd be a lot of additional, perhaps unwanted, sagging. Unless, of course, you designed some kind of compression/strapping system to cinch the bottom pad pocket closer to the underside of the hammock body, in much the way more UQ's use shockcording around the edges to accomplish similar results.
