There really isn't a good adhesive on the market for PU-coated nylon tarps (which are the Outdoor Research ones I'm assuming you're talking about)--at least, not one that I'm aware of that'll hold up to the stresses of being tarp ridgeline.

A needle and thread can do it for really cheap, assuming you have the time. Otherwise, it may be worth seeking out a local sewing shop (many of 'em are considered "clothing repair" shops) or shoe repair shop. See what they'd charge you to sew the two tarps together with a flat-felled seam (and, while you're at it, see if they'll sew on tie-outs at the same time: the grommets on that tarp won't last very long under stress).

    Hope it helps!

You may even get an offer for someone here to sew it for you for the cost of shipping.

I've got one of these that I toss in my pack for use as a quick shelter or groundcloth under my hammock. I've used it as a beach tarp, but be wary of the corner pullouts. So far I've ripped 2 out from windgusts. Reinforcement is highly recommended.

I have had good results bonding outdoor fabrics with Lexell (made by Sashco) but I have not tried bonding tarps in the manner you describe.
Lexell will bond almost any material, wet or dry, and does not freeze. In terms of strength & adhesion it is head and shoulders above GE Silicone II.

In any event I would prefer a stress seam to be stitched & sealed.
I like to go solo - off trail - immerse myself in the area - explore - eat really well - and make it back home.
