Maybe they could somehow serve also as rain chaps?
This is really great. As a relative fabric noob, can this be made out of regular rip stop nylon? Or is the sil the weather proofing on the rip stop that one needs?

Sure why not? It can be made out of ripstop, especially if the goal is to use it as a windbreak rather than to stop rain. If you're worried about stuff getting wet at the end or don't want to carry the wet ripstop later, then you might want to move to using sil instead.
