Has anyone ever thought about buying a old sleeping bag but has some high-quality down in it and selling it or modifying it to make a top quilt? I was just looking on craigslist and saw a couple cheap sleeping bags. I thought to myself, maybe I could so one of these things up by myself. Just putting it out there as an idea. I would love to hear anyone's feedback.
My first UQ was a modified Rectangular sleeping bag. Its a good, inexpensive way to learn about UQ's, how they work, and why. I still have that UQ and have loaned it our on occasion. Depending on what type of camping you'll be doing with it, it may become the first one you'l buy/make/use, or it might be the only one you'll even need.

Yes people do that. Down can be harvested from thrift store coats as well. If you don't care what the final weight of the quilt will be, then this method will work great. If you are after a lightweight quilt though, then I would suggest biting the bullet and purchasing 800+ fill power down from a reputable supplier.
