What can I do to set up my hammock to be able to sleep down to 20 deg? I don't have the money to buy any of the UQ or TQ from the stores. Can a sleeping bag work for a UQ? Sorry but for a newb it's all too confusing.

Cheap often means heavy and bulky, but Im sure there are a number of options available.
Tell the forums gurus the type of hammock you are using. A pad or two will be the cheapest alternative to an UQ and will get you to the twenties in some form of comfort.
Check out the vid section I have done a number of underquilts from sleeping bags. They have a different kind of "cost" but it is very doable.

WBBB ,Speer Winter Tarp and SPE. I camp from my HD or 4x4 PU now. I will start out with some over night short hikes 1-2 hrs hopefully on to some longer hikes several days on the trails in AZ and CA. I'm too fat and old to go too far now but working on just being old.
I have gotten down to below 20 degrees using a Truckers Wind Screen (reflective Sunshade) & a 3/4 length CCF pad.

I paid $7.00 for the reflective Sunshade at Big Lots a few years ago.
I think CCF pads are around $20.00 now, so likely you could get by for under $30.00 with some careful shopping.
I have also, "Just because" made a simple underquilt with a cheap (Big Lots again) Fleece blanket. Add that to the above pads & you can add (about) 10 degrees.
As to the sleeping bag, use it opened up as a over quilt. As a sleeping bag, the insulation under you is compressed, thereby rendered useless.
