I use a DIY gearskin, so packing my pad is not an issue, it's part of the system.
Just passing the gear junkie crack pipe.
I have the GG 1/4 pad. cut to 30x60. I fold it in half, roll it up and put on back side of pack. I had 10x60 left over, so I cut it in half which made 2 10x30 and overlaid 1" glueing the 2 together which made around 19x30 for my feet or sit pad. I fold that in half and put in pack agaist my back.
A folded Evazote (Speer & GG) springs back pretty good...but not all the way.
At 28", it's not taller than your pack so I would recommend not folding it. Just roll up and shock cord it vertical to the back of your pack or tuck it under your lid.
28"x70"x1/4" and 9oz? sounds a little heavy...my GG 1/4" is 20"x60" and only 5oz

I strap mine on the outside as well, but I put it in a stuff sack first to keep the brush from ripping little pieces of it off.

Pack volume...the dark downside of CCF pads. I rolled my 40 X 60 Oware and strapped it to the outside of my pack. It worked fine and looked like crap. But then, if I cared about looks I probably wouldn't be backpacking... So...
The odd-looking LuxuryLite pack ended the issue. The pad, folded, not rolled, fits nicely into an extra-large cylinder of the pack. Once inside, the pad springs open/unfolds somewhat to fit the space of the cylinder leaving plenty of room for the hammock and other stuff.
