    Just tried holding my UQP near (3 feet or so) my fan on max, couldn't feel any air coming through. Then I tried blowing through it, wouldn't have been able to blow out the smallest candle from 1" away.

    I went with the camo pattern in Argon 90 and I really like it, dearer than the ripstop but still pretty cheap compared to a lot of the gear I've bought.
    Maybe I made a good choice when I decided to go with the Argon 90?

    I don't think you can treat the fabric to make it windproof other than adding a coating which would decrease breathability. If you DIY, order some calendared ripstop (I can recommend Argon 90) and sew up a new UQP. The result should be much better than trying to "enhance" your existing UQP.
