Look into the sticky a bit further, it confused me as well. You have to go into your permission settings and join the sellers group to be able to post. Once you do that the new thread button will show up.
The FS forum has been updated so that you can manage closing/moving/etc posts without mod intervention. To do so you need to join the sellers group outlined in the FS howto.

That 3 item thing sucks. I am in the middle of cleaning all my gear out, and have a bunch of old gear I'd like to share on here, But alas I cannot, for your new rules will lead me somewhere else. I have lots of gear than HF members specifically enjoy a lot, but only selling an item or two at a time will take forever. It's seems like I get aggravated too much these days visiting this website, and I'm not enjoying all of the new rules and regulations. It's all too restrictive, and I don't want to jump through hoops for simple actions, like waiting days for a picture I uploaded to be approved by a moderator so I can use it in a post that will become irrelevant by the time it's ready.
