I'll say top quilt. My 3 season top quilt will get me close to 25° but I took it to 24° more comfortably with my new 0° top quilt. I get much colder on top than I do on the bottom but I've always been backwards
While not a wallyworld fleece blanket, my JrB fleece quilt liner worked quite well in my 20* TQ at -20* in January.........
To the OP, I tell those asking this question to go lay in their hammock without quilts and see what gets cold first. You'll have your answer quickly!
Wow goobie that's insane value out of a 20* quilt. Might have to check out the JrB liner myself.

The answer to your question as phrased is clearly to upgrade the under quilt first. However, it is similarly clear that the least expensive way to get you to lower temperatures is to use a good hammock sock. I think inexpensive ones are available for about $65 from Simply Light Designs or Dream Hammock. They will allow you to go about 15° to 20° lower than you otherwise could.

I have tried the sock thing and i think i was lucky if it made 5° differance, great for blocking wind but for added warmth good insulation and a top cover thats closer seem to help better!
