Pine sol removes sap from a lot of other materials but never tried it on a tarp. I say try it in a small inconspicuous spot first.
Just thinking out loud... if it's a lump of sap, you might try an ice cube. Put the ice on the sap, get it really cold and you may be able to chip it off in one piece. I've done this on denim, cotton and my daughters hair. Not sure if it will work on tarp

I use alcohol hand sanitizer on my straps, not sure how it would work on a tarp though.
I've used alcohol hand sanitizer and then some "goo gone extreme" to remove sap from a fleece jacket. The goo gone is citrus based but I don't know about the safety for silnylon. I'm sure it's much better than some other solvent options.
So I lived in Oregon - never played with this on a tarp - but to remove sap from vehicle I used butter.
I can't see butter hurting a tarp but try it on a corner before trying it in the middle.
You would just smear the butter on and let it sit awhile, then you could scrape it off with either finger nail or a stick.
Putting any food product on a piece of outdoor equipment is probably a bad idea. I'd rather have sap than bears !

I e-mailed Brandon with this question when my tarp got misted with sap. Yeah it sounds funny but it got a mist of sap over the whole tarp. He was at a loss for what to use so as not to damage the silnylon. The stickiness has gotten better over time but I didn't use anything on it.
Don't let life get in the way of living.
