I believe the OP is talking about the older Dutch Biner made out of Titanium used in suspension systems and capable of safely hanging from. Per DutchGear, they are no longer available.

Jacksrbetter has the ones you can hang from. They disappear and reappear on Dutch's site, but JRB seems to always have them. http://www.jacksrbetter.com/shop/dutch-biners/
Homer: Sir, I need to know where I can get some business hammocks.
Hank Scorpio: Hammocks? My goodness, what an idea. Why didn't I think of that? Hammocks!
From makeyourgear.com
"...The original Dutch Biner-When the whoopie sling came out, and people started using amsteel, I designed this biner for exactly the purpose of hammock suspension. They have a 1000 pound breaking strength and weigh only 10 grams..."
No mention of material.
I have both but use the Whoopie Hook. The binder is too hard to open with gloved hands when cold.
I build the whoopie hook into the fixed loop on my slings. Then clip the sling onto a small continuous loop, which is attached to all my hammocks.
This arrangement puts the tail of the whoopie just under my tarp. Convenient if I need to may adjustments during a rainy night. Plus, both the tail and the hook both act as water breaks.

I always buy the Double Whoopie Hooks in case I need to use the whoopie slings for side-by-side hanging. While I have built them both ways, I too usually splice the hook into the (3") fixed eye of the whoopie sling, and then I add an additional bead on the adjustable loop. I have used Dutch Biners in the past but find the Whoopie Hooks have so much going for them that they're hard to beat.

I use whoopies with a whoopie hook sporadically.. swap off to other suspensions from time to time. Never used a biner.
I prefer as little hardware as possible.
Yes, my pack weighs 70lbs, but it's all light weight gear....
