how to decide when NOT to camp in the wind:
You need to become a professional hiking companion and come here. Here in the Northeast, although not officially, for much of the year the northern forest is basically temperate rainforest. It's rained for every single one of my overnights or multi-day trips in the last few years.
June 2017: drizzle all day, poured at night enough to make me put on the UQP.

July 2017: Started raining at around 3 pm. Continued until next morning.

December 2017: All day ice storm. All night fog & Mist.

May 2018: Started raining ~3 PM Saturday afternoon. Stopped ~ 4 PM on Sunday.

Man, that can just beat down the morale. Some rain is actually enjoyable, but when it's on you day and night for the trip you really start to miss the sunny dry weather.
The sun shines once in a while. Mostly in the Winter... But it's never too hot at least.
