I have not observed any discarded reflective vests along Oregon & Washington State roads and highways. Maybe because the tosser might face a lynching, people tend to become hostile (physical) to people who litter roads. Plus tickets for littering are expensive, kind of interesting because most public litter reciptcals have dissappeared. Many big grocery stores removed their curtesy bins.
