First tarp I made was from a orange plastic tube tent and reinforced with some duct tape along the edges and tie outs. I couldn't tension it out really really tight because it would stretch the plastic but it was functional. Cost was about 5 bucks for the tent, but a cheaper and probably better one could be made with some plastic painter's dropcloth mentioned above.
I don't remember the weight, but it was relatively light and not that bulky.
In the end you probably will buy a better quality tarp because of the bulk and weight advantages and increased durability. OES, JRB, and Warbonnetoutdoors make some fantastic tarps. if you want to make your own, Speerhammocks has a kit and noah lamport (you have to call them) has silnylon for $3/yrd plus shipping if you want to use the blackcat directions.
Whatever you choose, the important part is that you get out there and use it. Good luck in your search.
