But seriously, I'm not sure that a state agency has the power to ban something just with a memo. Usually, for a goverment agency to make a rule, they have to go through a process where the proposed rule is open to public comment and then some other things. There was a thread where I posted a more in-depth thought about it a couple years ago, but I'm too lazy to link it here.
I don't know if this would be of any help, but if one of yinz has enough time on his hands to look it up, have at it.
