i had an issue with puckering two layers of sil. I solved my problem with a smaller needle size.
thanks guys and gals. I am picking up some new needles, and I will try the other suggestions.
An emergency of my own making...is still an emergency.
both the top and bottom thread tension should be equal or very close to it. if your machine does'nt advance your material enough it will ball up underneath. on some machines if not most you can adjust the amount of lift on the lower walking feet (the teeth part).
hope it helps
p.s.
make sure you check the top tension with the foot down, with the foot in the up position the tension is releived.

X2 on the new needle, but you should also use a larger needle than you would use for sil or for regular weight thread. I had that problem when sewing straps...
