“Republics are created by the virtue, public spirit, and intelligence of the citizens. They fall when the wise are banished from the public councils because they dare to be honest, and the profligate are rewarded because they flatter the people, in order to betray them.” ~Judge Joseph Story

IMPOSSIBLE JUST TAKES LONGER
Not really... here's what nigelp did in deep snow... I think it's perhaps similar to what JJ is suggesting.

The bottom entry displays it's worth in that shot.
If you look at the general flat lay of the fabric in a hammock, in other word a rectangle, it makes sense to me that it could work as an underquilt if it was tied up to the top hammock just like a quilt would be tied, with bungies coming off the corners of the under quilt/hammock. You would then have to find a way to gather the fabric to make it conform to the shape of your top hammock. This might be done by simply wrapping a cord around the bottlom hammock right inside of where the knot is and run the cords right up and around the upper hammock in the same place and draw it up with a cord lock. The way it is hanging in the picture would not work because it does not draw the under hammock up close and does not close the ends.
The upper hammock is a rectangle, a quilt is a rectangle, and a bottom hammock would be a rectangle. It's just how you hang it that could make this work. Mule
Predictions are risky, especially when it comes to the future.
