I have a cheap bivy that I would maybe never use cause it doesn't breathe at all and would prolly leave me all wet. It is also a bit tight and I have been thinking about making it a bit bigger just in case I decide to try it out. My question is would it be best to add a strip to each side or just add to the bottom. If I would use it in snow not rain would adding on top be best? Any thoughts?
I'd recommend adding a breathable strip to the top, that would help release moisture buildup. If you can get some WPB (waterproof but brethable) fabric, that would be ideal (like gore-tex).

Outdoor Wilderness Fabrics has Goretex and Epic by the yard. Get it while they have it, I don't think they plan to stock it in future....
My vote is one strip on the top.. Less work, 2 seams to sew...
You can also spray a DWR fabric with some silicone-based waterproofer to make it more water resistant, but maintain breathability.
