They are made of silnylon on the camo side and thin rubber on the coyote side , very light in weight and very tough..I have spent a many a night on a USMC thermarest and under one of these tarps and I mean except for the bugs and spiders..AWESOME!!

Any tie outs or grommets? How many? Where placed on the tarp?

(They are made of silnylon on the camo side and thin rubber on the coyote side..) Are you sure this is silnylon material? Silnylon is impregnated ripstop nylon, so why a thin rubber coating? (for extra waterproof?) Is this a double layer material?

I would imagine the rubber coating is for blackout? Those forces boys dont like shining to much light about the place for some reason

These are made out of 1.9oz Nylon with a K-Coat (Blackout coating) urethane membrane on one side. It's around 3oz per square yard on the material. Heavier than the gram weenies will carry, but not so heavy you can't backpack it.
I have seen a couple of these in a surplus store, and I'd estimate the weight at around 2lbs.
They really are a badass looking tarp. Yes a bit heavy, but will likely last a LONG time.
