So can it be done?
correctly? I want to drop some weight but dont reallly want to purchase the single layer directly. Can the second layer be removed without compromising the rest of the hammock?

I don't see why not... the downside is you're cutting off a piece of fabric that isn't hemmed, so it will have a tendancy to fray.
Either melt the edges without compromising the remaining fabric, or use something like fraycheck to keep the edges clean...
Or sell it on here for enough cash to buy new fabric an make another.... That's what I'd do...

being it's a 1.7 i would guess it's a WBBB?
if it is why not sell it you should get most of your money back and get a single layer...
you don't want to cut a hammock up and find out you messed it up and then it's worth nothing... just something to think about
It puts the Underquilt on it's hammock ... It does this whenever it gets cold

If it's a BB, you can likely sell it for close to 100% what you paid for it. The quality of Warbonnet = very little depreciation, assuming the owner took care of it.
If it's a DIY, I'd take John's advice to prevent fraying or simply make a new one.

Down from the door where it began.
Now far ahead the Road has gone,
And I must follow, if I can.
Pursuing it with eager feet
Until it joins some larger way
Where many paths and errands meet.
And whither then? I cannot say."
