Mine is also gathered a both ends. I sewed it exactly they way I would sew a stuff sack. (A bit different than above.) I used a short piece of shock cord to gather the "fixed end".

Here's my sewing technique (sorry no pictures).

The channels a just over-sized hems, about 3/4in. I run a flame on the edges and leave 1/2+ inside then hem. I have never had a problem with them unraveling.

Before I sew the channels, I fold each corner in and run a line of stitching along the fold. I make the fold big enough so after I roll the channel it's angled 45deg all the way across the end of the channel. This allows the cord to move more freely.

To close the sack I simply roll a hem with both layers together. This is a tight little hem, no more than 3/8 in. To finish I fold the hem down and run a line of stitching up it. I will also run a few lines of stitches along channel seams where they meet.

Does this bag have to be made out of silnylon or can you use regular 1.1 or 1.5 of is it important to have a water resistant bag?

That depends on what you want it for. I like waterproofish bags for just about everything. If it's for the hammock I would definitely go water resistant.
An emergency of my own making...is still an emergency.
