no - they are not necessary
function of tie outs on the Hennessy is probably to make it feel roomier and to reduce swinging
I am about to embark on the HH clone project, and I am wondering the same thing. (having never been in a HH.)
I would really rather avoid the tieouts, as I like the swinging and I don't want the extra stakes, line, and hassle. So, if I leave out the tieouts, will it affect the comfortable lay?
The sides of the HH and the HH clones can be very loose and floppy when the tie outs are not used. Some people don't like it because the sides kinda fall in on top of you when laying in the hammock. If you can live with floppy sides then you should have no problem not using the tie outs.

but arn't most people in a sleeping bag anyway, so why should it matter if it was flopping on them?

It can get pretty annoying if it's flopping in your face (or you may even get somewhat claustrophobic).

Pardon me for stating the obvious again, but why not just try not tying the tie-outs and see how you like it? If you feel they add nothing, then you can whack 'em off permanently if that's what you want.
well, i would try them out but i do not currently have my hammock (depressing) it was sent back to HH for replacement (snapped ridgle line)

It is a matter of preference. I rarely use(d) the tie-outs with my Hennessy. I like the swinging motion, and in the wintertime I like the underquilt to be right up around me.

I like to use the left one because, when I lay diagonally, the net is really close to my face.
