Granite Gear Event Cuben Dry sacks use a waterproof VERY THIN layer of event bonded to the bottom of the dry sack which allows the user to stuff in the item close and force the air out and since it is a membrane that allows air out but not in (also doesnt allow water in either) it functions like what you are looking for! I would second DavyRay. Creating a two layers like a whoopie cushion (hehe whoopie) would stop the flow of air as well as stop air/water from coming in. It may be the simplest solution, and the fact that cuben does not stretch and can be taped would also be positive factors. It probably also depends on the amount of air pressure. May be a bit of a pain to release the air as well.
Plus if it does work, overpressure would cause the insulation to fart. I can think of a couple of names for the finished product as well.
