There are so many tarp options out there. If my wife's thread injector was working I would have made a DIY tarp. I ended up getting a Kelty Noah 12 and have used it for the first time this last weekend.
For your parameters the best advice I can give is start buying used tarps in the for sale forums, and use them. if they dont work sell it and move on.
The bigger the tarp the more complicated the pitch, and the lighter the more expensive.
Sorry I can't be more help, but I can tell you what I use and why but at the end of the day it might not work for you. I would suggest getting more specific.

I have a wilderness logics old man winter, but it's a pretty large tarp and might be too heavy for your likings... Their big daddy tarp might be the ticket and I think they are on sale for $80

In my opinion, with somewhat limited experience, I think a square 10' x 10' tarp with lots of tieout points is the most versatile and easiest to pitch in a variety of configurations. That being said - take a look at the tarps on the 'DD Hammocks website. They meet all your needs except for being lightweight.
Last I checked Paul at arrowheadequipment had his tarps on sale. I have a toxaway that he made and it's great quality with good coverage. Also, his turn around time is really fast. I made some DIY snakeskins for my tarp. I dont think it can get much easier to set up.

I just ordered Kelty Noah 9, price was right and it got decent reviews. I'll let you know my thoughts once it arrives.
