I think the OP is referring to waterproofing technology involving nano particles bonded to regular lightweight materials.
BPL had an article on it over a year ago and showed some prototypes. I don't know what has happened since then. Might be tech problem, money problem, or legal problems or all three.
I'm on my phone so I can't post a link but if you Google "waterproof nano technology" you may find something.

I have some soft-shell pants that has this technology applied to the fabric. I have worn them on a couple trips and they look the same when I come off the trail as when I started. They do not pick up dirt stains etc like regular fabric . I quit rolling them up for creek crossings because the water just beaded up and rolled off. The material is not waterproof meaning water will come thru but not soak in.
BTW you can get these pants on clearance for $55 here This is a steal for a quality soft shell pant.
