Are we talking about camp grounds or the National Forest? I'm not all that familiar with Big Bear besides the areas around the lake. I've spent a few weeks up in Holcomb but that's about it. It's dry up there -- are fires allowed? I know there's no water up there either so are we talking about hiking in or staying around our vehicles where we have access to water?

First it all works for me. But we have a choice of both. So far Camp grounds allow fires. Holcomb valley camp ($16)is a dive in camp has fire rings, privies but no water. Heart Bar($20) has it all. Serrano Campgrounds($26) has it all.

With a base camp more people will be able to come share the cost of the camp site and allow others that what to go on a hike to still bug out.
It's still posible to put together a backpack hang.
