To clarify, the poncho liner from the military does not come with a poncho, and doesn't even have a head slit so you can wear the liner with a poncho. It's very odd. It seems the military poncho and the liner were intended to be used together as a makeshift bivy sack.
That said, I have used a poncho as an under cover just last month. The weather was chilly and I didn't bring any under quilt (I was testing a synthetic bag and thought it would work; it didn't). The poncho DID work, however, and cut the wind and added enough insulation (a pocket of dead air) under me.
The PLUQ isn't as light as other synthetic UQs and isn't in the same league as down-filled, but it does fill a niche as a cost-effective, do-it-yourself under quilt that works for most 3-season hanging. With the right adjustments, the quilt can be multi-purposed as wearable gear.

I can only second that.
I had a poncho liner laying on the attic before joining HF. Only used it as a wrap around me in the tropics. Then I cut a slit in it so I could wear it with a poncho.
Never used it much, it just collected dust, thought about selling it....
Fast forward a few years and Dejoha's article on the No SEW DIY Pluq and me, being technically challenged could make that to work easily!
So to answer the OP yes it can be done. I have modded the poncho liner to wear 'JRB style' and to function as a no sew PLUQ. I also had a poncho that could be used as a 'weathershield' [non breathable] but sold that one....
Here is a pic of it in backgarden test mode.
There are a few more in this folder but all from just testing mode and strangely not in logical order (must have renamed a few files in time)
I am glad I kept the poncho liner though and, if MacEntyre's Baby Orca is not in use, the PLUQ most likely is....or my JRB no sniveler

Sort of saving up for an new set myself... I think Medicine Man 'roched' me into a pair of Leighlo or maybe some from Hammock Gear or.... dunno yet... plenty of life left in the stuff I use now and money can be only spend once ....

To be frank it was the only one that came up on eBay, I think the guy who made it is on here but don't know his username! It's 3/4 length, black with 500g fill, I think...
