Yes, it can act as a moisture barrier.
Here is what I do when it is below freezing and down to about 20F, I put two cut down GG closed-cell foam pads in a flannel wrap (like a large flannel pillow case made from flannel sheets). I put this in the hammock and under my sleeping bag (not in the sleeping bag), with a string tied to my ridgeline (up front) to keep it in place.
The flannel wicks the moisture away from you and is damp in the morning, so you need to air it out/dry it prior to the next night. Also, you can use the flannel bag for equipment storage during the day or during pack-up.
I don't camp in cold wet conditions (mid 40's to mid 30's and rain), or below 20F, so I don't know what is best for those conditions.

Go to Amazom they have one for 28 bucks or to REI theres are 29.99, But www.tothewoods.net has one on there that you can make out of the blue pad or out of your car window cover that has the space blanket stuff on it and you can sew it how you want it made to fit you. I am also a scout leader and it would be a good project for the scouts to make one and learn to make stuff for servival skills./I]

Sew a small pad sleeve onto the inside of your hammock exactly where you want the end of the pad to stay. That works great for thicker inflatable insulated pads. The problem with ENO Hotspots is that they weigh over a half a pound.
I have tried using thicker inflatable insulated pads (think Exped DownMats) inside WBBB double layer hammocks and within minutes they have shifted away from the place I wanted them to be. A thinner wider CC foam pad may stay in place in a double layer. I have not tried them because I like the comfort and warmth of a downmat. One solution would be to sew a couple of seams along the bottom of the double layer hammock to make a built-in pad sleeve. I currently am happy with my single layer with the small pad sleeve mod at the foot end.
