I'm positive Primaloft would be fine.
And I'm pretty sure that if water can't fit through Tyveks non-woven structure, down can't either. Probably, maybe.
The usual concern with Tyvek is it's durability. But an underquilt shouldn't take too much of a beating.
Is there a particular reason you would choose tyvek over 1.1 ripstop?

Tyvek is not breathable enough for a quilt. Don't go there.

Thanks. I had a line on some free type 14. And was thinking of some uses for it.
But I lost out on it anyway. Soft structure tyvek is very breathable. Much more so than calendered nylon. Also I was using some scraps from some old tyvek clean suits to practice sewing on. And I noticed it did seam like it would tear pretty easy at the seams. I wouldn't want to have a taped together underquilt.
