I've seen bug nets and DIY projects at around 7 to 12 oz. is there anything lighter, even a DIY setup?

DreamHammocks has a 2 oz bugnet. It's made of toulle.
If you want no-see-em, you aren't going to get much lighter than what you listed.
If you ain't havin' fun, you're doin' it wrong
^^and tulle is a weaker material that requires extra care in handling.
I would stick to no seeum toole is really fragile. Alot of Lightweight gear like cuben and spin are fragile.

Me
I camp in bear country and I am a bear Burrito.
The lightest would be Dejoha's HUG bugnet. Search the diy section fir half hammock.bug net, or by threads started by Dejoha.
It obnky covers down to about your waist, and minimizes material needed...
