There's no camping near the W&OD unless you count Lake Fairfax in Reston (no hammocks are allowed - so I don't go there) but I like using it to get to the C&O via White's Ferry. There's a great bike site that can lead you to some awesome hanging spots in Maryland, West Virginia and Pennsylvania. bikewashington.org

Welcome from Florida! My bike touring probably doesn't qualify as ultralight (my bike surely doesn't!), but I'm working on that.
As to your fears about weight and bulk, your weight may go slightly up, but bulk should go down--assuming you can afford quality down quilts. An hammock and tarp isn't any more bulky than a bivy and tarp, while a good down underquilt is less bulky than a pad. So...
