Yeah seems like an 'in-transit' type of problem.
There are two rules for success:
1. Never tell everything you know.
I haven't experienced this from DIY Gear Supply, but the order I received from Thru-Hiker last week did have the same strong odor. A half hour of airing out time, had the smell gone though.
