Top insulation recommendations on a Budget

I am looking for the best bang for the buck top insulation. So far the best deal in my mind that I have found is the Ozark trail 30* down bag from wally world. It packs very small and seems to have received some good reviews and at $69 looks hard to beat. What other options would you guys recommend, I have been leaning more toward sleeping bags for the versatility but I am open to top quilts as well.

Budget is less than $100.
Goal- I would like to be able to camp in the 20* range

12'x12' rain fly
CFF pad
Soon to be DIY military poncho underquilt. (will prob add fleece to this as well)

Ebay seems to have a bunch of down sleeping bags for suspiciously cheap prices like this one

For down, which can be pricey, I found that an affordable one is the Kelty Cosmic Down sleeping bag.

I have found that cheap bags don't come close to their claimed lower temp rating. The bag you are looking at seems to be 90% duck down and 10% duck feathers which could impact your comfort. Feathers could feel like laying on straw. After trying many "cheap" bags and freezing my butt off I have instead now looked for sales on gear I know will work for me. For instance, a couple of years ago I picked up a Marmot Atom 40* long bag for sale at less than $200 on sale. This bag easily beats its rating and keeps me comfortable at down to 35* or so. While my cheaper REI 20* bags having me freezing at 40*. Though you could always buy two bags and put one inside the other if you get cold. You can also add bag liners to increase warmth and comfort.
