U.S. military patrol bag. good to 30 ish degrees, mummy bag, easy diy top quilt. or under quilt, 13$ to 20$. Army gear .net. weighs 2.5 lbs, less if you cut off the zippers and snaps.

Probably the best is your existing sleeping bags used as a quilt assuming you have down bags now. Second best would be duck down bag maybe cut down a bit.
    YMMV

Whats the cheapest/lightest/most-compactable 3-season top insulation?

    Cheap, light, compactable....
That would be one made from unobtainium!

Anywhere from 4.7oz on up depending on fillpower. If you can track down some 800fp you're looking at about 8 oz of down per quilt. They have it all spec'd out at http://www.underquilts.com

The top quilt they have looks like it runs $80.

I've been really pleased with the Walmart 32* duck down bag Ozark Mountain Trails Cocoon. I just did a trip and used it with a Wilderness Logics SSUQ rated at 40*, In Missouri I slept comfortable with a low of about 39* with a light breeze, last night it got down to about 53* in Lake James. I could have went colder without supplementation and warmer with no problems. Stock bag weighs in at 1lb. 7 ozs., I will be removing tags and replacing the stock cord and cord locks with light weight materials and maybe eventually converting to a TQ, it compresses well. At $80, I don't know of a better bargin.

+1 for underquilts.com. Gear that you put some work into gives you more appreciation of it. There are many ways of acquiring down as there are of getting it into your project. Here is a link to how I do it. http://www.youtube.com/watch?v=C5U0C85gv1Q
