Scissors dull? I have always used scissors with no issues. They are pretty big scissors though...
I have used scissors (NOT my good fabric scissors), my knives and my hot tool. The hot tool actually works the best, for me, as it cuts through easily and somewhat seals the ends.

My scissors are pretty sharp, but perhaps not sharp enough.

Also you need a cutting board type of surface to cut the cord on. It tends to work better.

Come to think of it, I switched to a sharp knife on the last few sets of whoopies I made. A REALLY sharp knife lol
